I doubt it was the film scream that made it popular, perhaps popular again. Cause I'm almost certain that tvprograms and films have had it before then.

If they were around before the movie one thing is certain that after the movie better devices were made to meet a new demand. Re-ocurring popularity perhaps, at any rate voice changers had become highly popular after this point in time. Thanks for the comment.
